Vandals wreck roadside CCTV leaving locals with $300k replacement bill

<p>Two mobile roadside cameras have been targeted and damaged by a group of young men, leaving a local Aussie council with a large replacement bill. </p> <p>Video of the incident was shared on social media over the weekend and shows about a dozen men, most of them covering their faces , pushing over a camera trailer before swinging on the boom and hitting the camera. </p> <p>The "night time shenanigans" drew a mixed reaction, with some praising their antics saying: "Not all heroes wear capes."</p> <p>Others described them as "legends" and said  "good job fellas."</p> <p>However many slammed their acts of vandalism, with one person saying: "Total of 49 braincells combined."</p> <p>According to <em>Yahoo News</em>, the cameras were not monitoring drivers and are not managed by Queensland's Department of Transport and Main Roads. Bill Shorten quits politics and reveals his next move in heartfelt speech

<p>Bill Shorten has announced his shock departure from politics after an almost two-decade-long career in parliament.</p> <p>The former Labor leader will remain in cabinet until his retirement from politics in February next year, when he will start a new career as vice chancellor of the University of Canberra.</p> <p>In a media conference in the Prime Minister’s courtyard on Thursday, Shorten made the shocking announcement alongside Anthony Albanese, reflecting on his career. </p> <p>“Over 30 years ago, when I joined the Australian Workers Union, I was driven by the belief that everyone, regardless of circumstance, deserves an equal opportunity,” Mr Shorten said.</p> <p>“The opportunity to fulfil their potential. Fair wages, safe workplaces, decent conditions, that is what they are all about. It’s about recognising the merit and worth of every individual. As the same principle that brought me here in 2007.”</p> <p>"Every day in this job, and I'm sure every member of parliament agrees, is a privileged day."</p> <p>He also shared his motivation behind moving into the education sector, highlighting his love of education. </p> <p>“Education is the modern means of taking someone from disadvantage to advantage in a way that no other method can,” Mr Shorten told a media conference in the Prime Minister’s court yard.</p> <div> <div id="sda-INARTICLE"></div> </div> <p>“Universities have a critical role to play. Do mobile phones cause brain cancer? Science makes definitive call

<p>The question of whether mobile phones - specifically the electromagnetic radiation or radio waves emitted by these devices - cause cancer has been debated and researched for a long time, and now scientists have made a definitive call. </p> <p>A new comprehensive review commissioned by the World Health Organization has found that mobile phones are NOT linked to brain and head cancers. </p> <p>The systematic review, led by the Australian Radiation Protection and Nuclear Safety Agency (Arpansa), examined over 5,000 studies, which included 63 observational studies on humans published between 1994 and 2022 and is "the most comprehensive review to date" according to review lead author, associate prof Ken Karipidis. </p> <p>“We concluded the evidence does not show a link between mobile phones and brain cancer or other head and neck cancers," he said. </p> <p>The review, which was published on Wednesday, focused on cancers of the nervous system, salivary gland and brain tumours. </p> <p>They found no overall association between mobile phone use and cancer, even if people have used it for a long time (over 10 years) or spend a lot of time on their phones. </p> <p>“I’m quite confident with our conclusion. And what makes us quite confident is 
 even though mobile phone use has skyrocketed, brain tumour rates have remained stable,” Karipidis continued. </p> <p>Despite emitting electromagnetic radiation, also known as radio waves, the exposure is relatively low. </p> <p>Karipidis said people hear the word radiation and assume it is similar to nuclear radiation, “and because we use a mobile phone close to the head when we’re making calls, there is a lot of concern.”</p> <p>He clarified that “radiation is basically energy that travels from one point to another. There are many different types, for example, ultraviolet radiation from the sun." </p> <p>“We’re always exposed to low-level radio waves in the everyday environment.”</p> <p>While exposure from mobile phones is still low, it is much higher than exposure from any other wireless technology sources since they are used close to the head, Karipidis said. </p> <p>The association between mobile phones and cancers came about from early studies comparing differences between those with and without brain tumours and asking about their exposure history. </p> <p>According to Karipidis, who is also the vice-chair of the International Commission on Non-Ionizing Radiation Protection, the results from these kind of studies tend to be biased, as the group with the tumour tend to overreport their exposure. </p> <p>Based on these early studies WHO’s International Agency for Research on Cancer (IARC) designated radio-frequency fields like those from mobile phones as a possible cancer risk, but Karipidis said "this classification doesn’t mean all that much”.</p> <p>This is because the IARC has different classifications of cancer risk, with some substances classified as  a “definite” carcinogen (such as smoking), and others as “probable” or “possible” carcinogens.</p> <p>Tim Driscoll, a professor at the University of Sydney and chair of the Australian Cancer Council’s occupational and environmental cancers committee, also backed the systematic review. </p> <p>“I think people should feel reassured by this study 
 but it’s worthwhile just remembering that the studies aren’t perfect, but the weight of evidence certainly is that mobile phones should be considered safe to use in terms of any concerns about increased risk of cancer,” Driscoll said.</p> <p><em>Images: Shutterstock</em></p> <p> </p>

"We should give back": Bill Gates' ex-wife on giving away her $16bn fortune

<p>Melinda French Gates has opened up on her decision to give away her fortune after leaving the Bill &amp; Melinda Gates Foundation in June. </p> <p>Melinda, who is reportedly worth $16.8 billion, said that she will stick with her decision to give away her fortune on <em>The Late Show with Stephen Colbert, </em> as it's "the right thing to do for society". </p> <p>"If we grew up in the United States, anybody who has grown up in this country has been really lucky and I don't care who you are," she explained.</p> <p>"To be able to go to a decent school, grow up and pursue your career, and if so you are a billionaire, my gosh, you have benefited from this country, right?</p> <p>"So we should give back."</p> <p>She also feels there is "a responsibility and to do it in a way that's incredibly thoughtful".</p> <p>Melinda, who divorced the Microsoft founder Bill Gates back in 2021, has announced her plans to focus on her organisation Pivotal Ventures, which she founded in 2015.</p> <p>The organisation's aim is to "advance social progress by removing barriers that hold people back."</p> <p>She said that she is  determined to ensure that "women's rights are not only on the agenda, but that women are setting the agenda" – especially after watching women's rights be rolled back internationally over the last few years."</p> <p>"What I saw, part of why our women's rights got rolled back in the United States is that those organisations were starved for funding, and they were playing defense," she explained. </p> <p>Melinda has pledged to donate $1 billion to this end over the next two years. </p> <p><em>Image: Julien De Rosa/EPA/ Shutterstock Editorial</em></p> <p> </p>

Yes, blue light from your phone can harm your skin. A dermatologist explains

<div class="theconversation-article-body"><em><a href="https://theconversation.com/profiles/michael-freeman-223922">Michael Freeman</a>, <a href="https://theconversation.com/institutions/bond-university-863">Bond University</a></em></p> <p>Social media is full of claims that everyday habits can harm your skin. It’s also full of recommendations or advertisements for products that can protect you.</p> <p>Now social media has blue light from our devices in its sights.</p> <p>So can scrolling on our phones really damage your skin? And will applying creams or lotions help?</p> <p>Here’s what the evidence says and what we should really be focusing on.</p> <h2>Remind me, what actually is blue light?</h2> <p>Blue light is part of the visible light spectrum. Sunlight is the strongest source. But our electronic devices – such as our phones, laptops and TVs – also emit it, albeit at levels <a href="https://melasmaclinic.com.au/wp-content/uploads/2024/01/Melasma-LEDS.pdf">100-1,000 times</a> lower.</p> <p>Seeing as we spend so much time using these devices, there has been some concern about the impact of blue light on our health, including <a href="https://theconversation.com/do-blue-light-glasses-really-work-can-they-reduce-eye-strain-or-help-me-sleep-213145">on our eyes and sleep</a>.</p> <p>Now, we’re learning more about the impact of blue light on our skin.</p> <h2>How does blue light affect the skin?</h2> <p>The evidence for blue light’s impact on skin is still emerging. But there are some interesting findings.</p> <p><strong>1. Blue light can increase pigmentation</strong></p> <p><a href="https://academic.oup.com/ced/article-abstract/46/5/934/6598472?redirectedFrom=fulltext&amp;login=false">Studies</a> <a href="https://onlinelibrary.wiley.com/doi/full/10.1111/srt.13401">suggest</a> exposure to blue light can stimulate production of melanin, the natural skin pigment that gives skin its colour.</p> <p>So too much blue light can potentially worsen hyperpigmentation – overproduction of melanin leading to dark spots on the skin – especially in people with darker skin.</p> <p><strong>2. Blue light can give you wrinkles</strong></p> <p>Some research <a href="https://www.ncbi.nlm.nih.gov/pmc/articles/PMC6280109/">suggests</a> blue light might damage collagen, a protein essential for skin structure, potentially accelerating the formation of wrinkles.</p> <p>A laboratory <a href="https://pubmed.ncbi.nlm.nih.gov/29399830/">study suggests</a> this can happen if you hold your device one centimetre from your skin for as little as an hour.</p> <p>However, for most people, if you hold your device more than 10cm away from your skin, that would reduce your exposure <a href="https://en.wikipedia.org/wiki/Inverse-square_law">100-fold</a>. So this is much less likely to be significant.</p> <p><strong>3. Blue light can disrupt your sleep, affecting your skin</strong></p> <p>If the skin around your eyes looks dull or puffy, it’s easy to blame this directly on blue light. But as we know blue light affects sleep, what you’re probably seeing are some of the visible signs of sleep deprivation.</p> <p>We know blue light is particularly good at <a href="https://journals.physiology.org/doi/full/10.1152/japplphysiol.01413.2009?rss=1">suppressing</a> production of melatonin. This natural hormone normally signals to our bodies when it’s time for sleep and helps regulate our sleep-wake cycle.</p> <p>By suppressing melatonin, blue light exposure before bed disrupts this natural process, making it harder to fall asleep and potentially reducing the <a href="https://www.tandfonline.com/doi/abs/10.1080/07420528.2023.2173606">quality of your sleep</a>.</p> <p>The stimulating nature of screen content further disrupts sleep. Social media feeds, news articles, video games, or even work emails can keep our brains active and alert, hindering the transition into a sleep state.</p> <p>Long-term sleep problems can also <a href="https://academic.oup.com/ced/article-abstract/40/1/17/6621145?login=false">worsen</a> existing skin conditions, such as acne, eczema and rosacea.</p> <p>Sleep deprivation can elevate cortisol levels, a stress hormone that breaks down collagen, the protein responsible for skin’s firmness. Lack of sleep can also weaken the skin’s natural barrier, making it more susceptible to environmental damage and dryness.</p> <h2>Can skincare protect me?</h2> <p>The beauty industry has capitalised on concerns about blue light and offers a range of protective products such as mists, serums and lip glosses.</p> <p>From a practical perspective, probably only those with the more troublesome hyperpigmentation known as <a href="https://dermnetnz.org/topics/melasma">melasma</a> need to be concerned about blue light from devices.</p> <p>This condition requires the skin to be well protected from all visible light at all times. The only products that are totally effective are those that block all light, namely mineral-based suncreens or some cosmetics. If you can’t see the skin through them they are going to be effective.</p> <p>But there is a lack of rigorous testing for non-opaque products outside laboratories. This makes it difficult to assess if they work and if it’s worth adding them to your skincare routine.</p> <h2>What can I do to minimise blue light then?</h2> <p>Here are some simple steps you can take to minimise your exposure to blue light, especially at night when it can disrupt your sleep:</p> <ul> <li> <p>use the “night mode” setting on your device or use a blue-light filter app to reduce your exposure to blue light in the evening</p> </li> <li> <p>minimise screen time before bed and create a relaxing bedtime routine to avoid the types of sleep disturbances that can affect the health of your skin</p> </li> <li> <p>hold your phone or device away from your skin to minimise exposure to blue light</p> </li> <li> <p>use sunscreen. Mineral and physical sunscreens containing titanium dioxide and iron oxides offer broad protection, including from blue light.</p> </li> </ul> <h2>In a nutshell</h2> <p>Blue light exposure has been linked with some skin concerns, particularly pigmentation for people with darker skin. However, research is ongoing.</p> <p>While skincare to protect against blue light shows promise, more testing is needed to determine if it works.</p> <p>For now, prioritise good sun protection with a broad-spectrum sunscreen, which not only protects against UV, but also light.<!-- Below is The Conversation's page counter tag. Optus giving away 20,000 free phones to vulnerable customers

<p>Optus will be giving away 20,000 mobile phones to vulnerable customers ahead of the 3G network shut down. </p> <p>Following the footsteps of Telstra, who gave out <a href="https://www.oversixty.com.au/finance/money-banking/telstra-giving-free-phones-to-elderly-and-remote" target="_blank" rel="noopener">12,000 mobile phones</a> to their most vulnerable remote and elderly customers last month, Optus will offer thousands of free mobile phones to customers enduring financial hardship and vulnerable customers finding it difficult to replace their current phones. </p> <p>“We know that many impacted customers are actually using a 4G handset that reverts to 3G for calls, so it’s vital these customers understand the importance of upgrading their handsets when notified,” Optus’ head of new products Harvey Wright said.</p> <p>Messages have been sent to eligible customers, and the telco giant has also rolled out special deals encouraging Australian's to upgrade. </p> <p>The move to switch off 3G means that soon certain mobile devices will no longer be able to send texts, make calls, or contact triple-0 in an emergency. A few older 4G handsets will also be affected. </p> <p>Telstra will turn off their 3G network on August 31, while Optus will turn it off on September 1. </p> <p>TPG Telecom and Vodafone have already turned it off. </p> <p>Australia's mobile network operators say that the move will help boost the capacity, speed and reliability of the newer 4G and 5G networks. </p> <p>The Australian Mobile Telecommunications Association (AMTA) have also urged customers to take action to ensure that they stay connected. </p> <p>“Whether it’s your day-to-day mobile or one you keep in the drawer for an emergency, we encourage you to check all of your devices to ensure they will be supported once Australia’s 3G networks are switched off,” AMTA chief executive Louise Hyland said. </p> <p>The AMTA suggests that concerned customers should visit their <a href="https://amta.org.au/3g-closure/" target="_blank" rel="noopener">website</a> to find out if their devices will be supported. </p> <p>“It is important to note that while 3G networks are still in operation, those affected mobile devices will continue to connect to any available 3G network while in coverage, to make emergency calls to triple-0,” Hyland said.</p> <p>“However, once the 3G networks are fully closed, these phones will not be able to make emergency calls.</p> <p>“It is crucial to act now if you know you have an older mobile device and you haven’t already upgraded.”</p> <p><em>Image: Shutterstock</em></p>

Why you should be wary of charging your phone in an airport

<p dir="ltr">While charging stations at airports can often be life-savings before boarding a flight, it turns out these handy outlets can be leaving you vulnerable. </p> <p dir="ltr">Many people have fought over a spot to charge up your devices at the last minute before embarking on a holiday, but next time you leave home with your phone or laptop needing some more juice, think again. </p> <p dir="ltr">Emily Stallings, co-founder of tech retailer <em><a href="https://www.getcasely.com/">Casely</a></em>, says that by plugging your phone into a power outlet at a public USB charging station, you're at risk of data breaches and malware infection.</p> <p dir="ltr">"If a device gets infected, it could end up leaking sensitive information or even stop working properly," she told <em><a href="https://travel.nine.com.au/latest/charging-phone-at-the-airport-danger-expert/57d141df-33ba-4a50-89e5-26f6f2a0c18d">9Travel</a></em>.</p> <p dir="ltr">These public USB ports have often been compromised by cybercriminals, who then use these unsecured ports to steal sensitive information transmitted between devices.</p> <p dir="ltr">"From personal emails to financial data, the information intercepted through these compromised ports could lead to identity theft, financial loss, and other serious consequences," explains Stallings.</p> <p dir="ltr">The best way to get around this threat, without letting your phone run out of battery, is to pack a portable charging device in your carry-on bag every time you travel.</p> <p dir="ltr">With your own cord and power bank, it's far less likely that any sneaky hackers will be able to access your device's data.</p> <p dir="ltr">Stallings says you can also enable security features such as USB Restricted Mode on your device, for those moments when you're desperate for a charger and have to rely on public ports. </p> <p dir="ltr">"This adds an extra layer of protection against potential data breaches and malware infections when charging from public USB ports."</p> <p dir="ltr">"By activating USB Restricted Mode or similar security features, you restrict data transfer over USB connections, effectively preventing unauthorised access to your device's data while charging in public spaces."</p> <p dir="ltr"><em>Image credits: Shutterstock </em></p> <p> </p>

Telstra giving free phones to elderly and remote

<p>With the 3G network set to shut down completely on August 31, Telstra announced that it will be giving 12,000 mobile phones away for free in a bid to help the most vulnerable customers switch to 4G. </p> <p>Starting from Tuesday, the telecommunications company will be issuing complimentary phones to customers who are elderly, live rurally or are facing difficult situations. </p> <p>These include those facing financial issues, recovering from natural disasters, or those who have a life-threatening medical condition and therefore rely on a working phone. </p> <p>Telstra have also identified those who live regionally or are over 80 years old and may require extra transition support, as they may have difficulty accessing a physical store to make the switch. </p> <p>Those who are flagged as eligible will be contacted by the telco company, and they are encouraging customers who receive the message to follow the instructions given to make the switch. </p> <p>Major Brendan Nottle from The Salvation Army has praised this initiative for helping the "most vulnerable members of our community."</p> <p>“Connection is one of the most important things to maintain in our society, whether it is with friends and family or with housing and support services,” he said.</p> <p>“Ensuring that every Australian, from any background or level of income, can take part in our modern digital society is crucial.</p> <p>“A phone can be a gateway to social inclusion, community connection and support, and with the upcoming closure of 3G networks in Australia it is important for us to reach out and ensure that this can continue for everyone.”</p> <p>Customers who are yet to upgrade are also told to make the switch sooner than later. </p> <p>Other devices that will be affected by the shutdown include certain smart watches, tablets, medical alarms, EFTPOS terminals and security monitors.</p> <p><em>Images: Shutterstock</em></p>

Energy companies like AGL Australia and Energy Australia are stepping up to help their customers manage their bills and find relief.</p> <p>AGL Australia has seen a significant increase in its financial hardship program, with 10,000 customers joining in the past year. Energy Australia receives 1,000 calls every weekday from customers seeking bill relief. These numbers reflect the proactive measures Australians are taking to manage their expenses and the readiness of energy providers to offer support.</p> <p>Crystal Noronha, who has worked at the AGL call centre for 11 years, has witnessed firsthand the growing need for assistance. "There's a lot of distress in their voice, there's anxiety," Noronha <a href="https://www.9news.com.au/national/thousands-of-customers-signing-up-for-energy-bill-relief-with-millions-more-eligible/9dc9535b-f94b-42f4-aeaf-6534dc898df2" target="_blank" rel="noopener">shared with 9NEWS</a>. "Some hide away from sharing their difficulties, but we're here to help them."</p> <p>Customers need not face extreme financial hardship to seek help, as everyone is eligible for some form of assistance.</p> <p>Gavin Dufty, from the charity St Vincent De Paul, underscores the commitment of energy companies to support their customers. "Every energy company has a legal obligation to provide support for all households regardless," Dufty explains. The assistance offered varies based on the provider and individual circumstances, ranging from bill extensions and more manageable payment plans to, in some cases, complete debt waivers.</p> <p>Adding to this support, the federal government is taking significant steps to ease the burden on households. Starting July 1, every household will receive a $300 credit into their energy account, providing substantial relief. Additionally, a free government website is available for customers to compare energy plan prices and find the most cost-effective options.</p> <p>These measures reflect a collaborative effort between energy providers and the government to ensure Australians can navigate the financial challenges of today's world. Australia can afford to bulk bill all GP visits. So why don’t we?

And encouraging GPs to bulk bill is <a href="https://theconversation.com/cheaper-medicines-and-a-new-approach-for-mental-health-care-will-the-budget-make-us-healthier-229612">one measure</a> the government is taking to ease the strain.</p> <p>So what would it take for GPs to bulk bill everyone? In our <a href="https://onlinelibrary.wiley.com/doi/10.1111/1467-8462.12553">recent paper</a>, we calculated this is possible and affordable, given the current health budget.</p> <p>But we show recent incentives for GPs to bulk bill aren’t enough to get us there.</p> <p>Instead, we need to adjust health policies to increase bulk-billing rates and to make our health system more sustainable.</p> <h2>How do the incentives work?</h2> <p>In recent years, the government has introduced various incentives to try and encourage GPs to bulk bill (so patients pay nothing out-of-pocket).</p> <p>The most recent has been the “<a href="https://www.health.gov.au/our-work/increases-to-bulk-billing-incentive-payments#1-november-2023-changes">triple bulk-billing incentives</a>” or “triple bonus” for short. These have been in place since November 2023.</p> <p>Under these incentives, GPs in metropolitan areas are paid a A$20.65 bonus if they bulk bill concession card holders or children under 16 years. GPs in rural and remote areas are paid $31.35-$39.65 extra. These bonus payments are in addition to regular Medicare rebates GPs receive.</p> <p>But when we looked at whether these latest incentives are likely to work to boost bulk billing, we found a city-country divide.</p> <h2>City GPs may not be convinced</h2> <p>We worked out the triple bonus will not help most people in metropolitan areas.</p> <p>That’s because in these areas the bonus is much lower than what patients currently pay out-of-pocket. In other words, if GPs did bulk bill these groups, their income would be lower than what they could have charged. So the bonus wouldn’t be enough incentive for them to bulk bill.</p> <p>For example, we found in greater Melbourne, the average out-of-pocket costs for a non-bulk billed GP visit <a href="https://melbourneinstitute.unimelb.edu.au/research/HALE-Hub/data">is about</a> $30-$56 depending on the suburb. This is much higher than the $20.65 triple bonus amount in metropolitan regions. We see similar patterns across all metropolitan areas.</p> <h2>But country GPs may be swayed</h2> <p>The picture is different in rural and remote areas. Here, the average out-of-pocket cost for a non-bulk billed GP visit <a href="https://melbourneinstitute.unimelb.edu.au/research/HALE-Hub/data">varies substantially</a> – around $28-52 in rural regions and $32-123 in remote areas. The highest cost on the mainland was $79 but GP visits on Lord Howe Island were the most expensive overall, at $123.</p> <p>For patients living in areas where their actual payment is less than the bonus amount, the incentive does help. In other words, it would be financially advantageous for GPs to bulk bill these patients, but not where the out-of-pocket costs are higher than the bonus.</p> <p>Our <a href="https://melbourneinstitute.unimelb.edu.au/research/HALE-Hub/data">online map</a> shows where GPs are most likely to bulk bill. The map below shows how out-of-pocket costs vary around Australia.</p> <p><iframe id="SPzgj" class="tc-infographic-datawrapper" style="border: none;" src="https://datawrapper.dwcdn.net/SPzgj/" width="100%" height="400px" frameborder="0"></iframe></p> <h2>How about bulk billing for all?</h2> <p>The picture is a little more complex when we start talking about bulk billing all GP visits – regardless of location or patients’ concession card status.</p> <p>We worked out this would cost about $950 million a year for all GP services, or $700 million a year for face-to-face GP consultations.</p> <p>This is within reach under the current budget, especially for face-to-face GP consultations.</p> <p>The government has earmarked <a href="https://www.health.gov.au/ministers/the-hon-mark-butler-mp/media/budget-2023-24-building-a-stronger-medicare#:%7E:text=%243.5%20billion%20in%20bulk%20billing,40%2Dyear%20history%20of%20Medicare">$3.5 billion</a> over <a href="https://archive.budget.gov.au/2023-24/bp2/download/bp2_2023-24.pdf">five years</a> for the “triple bonus” incentives. That’s $700 million a year.</p> <h2>We can afford to, but should we?</h2> <p>Introducing free GP visits for all would require careful consideration, as it would encourage more GP visits.</p> <p>This might be a good thing, particularly if people had previously skipped beneficial care <a href="https://www.abs.gov.au/media-centre/media-releases/more-people-putting-seeing-health-professionals-due-cost">due to high costs</a>. However, it may encourage more people to see their <a href="https://www.sciencedirect.com/science/article/abs/pii/S1574006400801675">GP unnecessarily</a>, taking away limited resources from those who really need them. This could ultimately increase wait times for everyone.</p> <p>So providing free GP visits for all may not be efficient or sustainable, even if it’s within the budget.</p> <p>But paying more than $50 for a GP visit, as many do, seems too expensive and also makes the health-care system less efficient.</p> <p>That’s because primary care is <a href="https://www.sciencedirect.com/topics/medicine-and-dentistry/primary-health-care">often considered</a> high-value and preventive care. So if people can’t afford to go to the GP, it can lead to more expensive hospital and emergency room costs down the track.</p> <p>So we need to strike a balance to make primary care more affordable <em>and</em> sustainable.</p> <h2>How do we strike a balance?</h2> <p>One, concession card holders and children should get free primary care regardless of where they live. This would allow more equitable care to populations who need health care the most. Bulk bulling children is a <a href="https://www.sciencedirect.com/science/article/abs/pii/S016726812200292X#:%7E:text=Beside%20the%20benefits%20for%20the,and%20Kuh%2C%202002%3B%20Centers%20for">long-term investment</a>, which may delay onset of diseases, and prevent intergenerational poverty and poor health.</p> <p>Two, the government could also provide free primary care to all people in rural and remote areas. It can do this by lowering the triple bonus to match what GPs currently charge. Over time, GPs and the government can evaluate and <a href="https://www.auspublaw.org/blog/2023/4/the-civil-conscription-sub-clause-in-section-51xxiiia-of-the-australian-constitution-no-impediment-to-reform-of-medicare">negotiate</a> fair prices for GPs to charge. This can be adjusted in line with inflation and other measures.</p> <p>Three, the government can increase Medicare rebates (the amount Medicare pays a doctor for a GP visit) so patients not covered above only pay about $20-30 a visit. We consider this an affordable amount that will not result in more use of primary care than necessary.</p> <p>Four, the government can design a policy to reduce unnecessary GP visits that take away limited GP time from high-need patients. For example, patients currently need to see GPs to get <a href="https://theconversation.com/specialist-referral-rules-havent-changed-much-since-the-70s-but-australias-health-needs-sure-have-144506">referral letters</a> although they already have an established specialist for their ongoing chronic conditions.</p> <p>Five, the government can provide GPs funding needed to improve patient outcomes and reward GPs who provide <a href="https://bmjopenquality.bmj.com/content/10/1/e001127.abstract">high-quality preventive care</a>. The current fee-for-service funding model hurts good doctors who keep their patients healthy because doctors are not paid if their patients do not come back.<!-- Below is The Conversation's page counter tag. Cancer survivor slapped with $15,000 water bill

<p>An Aussie man has been slapped with a $15,645.86 water bill after the <span style="font-family: Inter, sans-serif; font-size: 16px; letter-spacing: -0.16px; background-color: #ffffff;">Goulburn Mulwaree Council </span>claimed he had used more than 35,000 litres a day over 104 days. </p> <p>Anthony, who lives on his own in the Southern Tablelands, said that his bill is normally around $290 and that he uses about 130 litres of water a day, the average amount a person would use according to Sydney Water. </p> <p>"A 15-and-a-half thousand dollar water bill, they can go and get themselves nicked," he told <em>A Current Affair</em>. </p> <p>"I'm not paying it, no way in the world."</p> <p>The local mechanic is a cancer survivor, but the disease has made it difficult for him to communicate, so he went to a council meeting with his father, Neil, who talked on his behalf. </p> <p>"I couldn't believe it when he showed me the bill," Neil said. </p> <p>"Currently now, we're at this point in stage where we can't get any reasonable common sense from the council.</p> <p>"I said, 'It's got to be the crook meter', and she said, 'We've had a lot of meters tested and they've all come back positive. </p> <p>"And I said, 'What about this meter?' and she said, 'It'll cost you $50 to have it tested but there'll be nothing wrong with it'."</p> <p>Anthony is accused of using more than 3.6million litres of water,  which is equivalent to filling two Olympic sized swimming pools - or having five taps running all-day. </p> <p>He has received multiple emails from the local council asking him to prove his claim. </p> <p>The local mechanic also said that he received an overdue bill notice ordering him to pay it immediately. </p> <p>"I got an email saying I can have a payment plan and all the rest of it... like, get real," he said. </p> <p>"I'm not going to pay it."</p> <p>Anthony uses his own water tank to water his lawn, fill his fishpond and wash his car, and only uses town waters to wash up and shower. </p> <p>He has been asked to prepare a detailed letter of his water usage, which will be presented at a council meeting later this month.</p> <p><em>Image: Nine</em></p> <p> </p>

"There's no way": Man receives $52 billion tax bill

<p>An American man has been left confused after receiving a letter from the government claiming he owed $52 billion in unpaid taxes. </p> <p>Barry Tangert got two letters in the mail from the state of Pennsylvania, opening the first to find a refund check from the federal government for over $900.</p> <p>His joy was short-lived though as he opened the second letter to find the income billing notice from the Pennsylvania Department of Revenue claiming that he owed a jaw-dropping $52,950,744,735.28 ($34,576,826,561.47 AUD).</p> <p>“I knew it was an obvious blunder. I don’t even make over $100,000 a year, so there’s no way I could owe anywhere near that,” Barry Tangert told local outlet <em>News 8</em>.</p> <p>The total sum was so large it didn’t even fit on a single line on the document.</p> <p>Tangert immediately knew it was a mistake, with the astonishing number being more than triple the $11 billion America’s richest man Elon Musk says he owed the government in 2022.</p> <p>How the error made it all the way to his doorstep is still a mystery to Tangert.</p> <p>“I don’t know if it was a computer glitch in the transmission or if it was an input error from my tax preparer,” Tangert said, noting that his tax preparer filed an amendment after noticing an error on his 2022 return.</p> <p>He reached out to the Pennsylvania Department of Revenue’s customer service line, which also provided little help to the baffled man.</p> <p>“The first thing he said was, ‘You had a good year.’ And I said, ‘I wish,’” Tangert said.</p> <p>Fortunately, the state department has since resolved the issue, which it chalked up to wrong numbers simply being put into the system.</p> <p><em>Image credits: WGAL News 8</em></p> <p> </p>

Tourist slapped with $225k bill after simple mistake

<p>An American tourist has revealed the moment he was charged with a $US143k (AU$225k) bill after a short holiday to Switzerland. </p> <p>Rene Remund and his wife Linda went on the trip last September.</p> <p>Prior to their travels, Remund made sure to inform his mobile phone provider, T-Mobile, that he was going overseas and as a customer of 30 years, he was told he was “covered”.</p> <p>So, with no worries at all, the tourist shared photos of his moments in the Swiss countryside with friends and family via photo messages. </p> <p>Imagine his surprise when he came home to a six-figure bill, after he racked up thousands and thousands of dollars in daily roaming costs. </p> <p>“I get this T-Mobile bill and it doesn’t bother me very much because I was reading $143,” he explained, adding it wasn’t until he went to pay the bill that he realised a few more zeros were involved.</p> <p>“I look at the bill and I say, ‘excuse me’,” he said.</p> <p>“$143,000 
 are you guys crazy?”</p> <p>According to the bill, Remund had racked up 9.5 gigabytes of data while in Europe, which cost him thousands of dollars each day. While it wasn't a huge amount of data, not being covered by roaming fees will cause a user to run up a huge bill very quickly. </p> <p>“I called [T-Mobile] and the girl put me on hold for a while,” he explained.</p> <p>“She said let me check this out and I’ll get back to you. She gets back and says, yeah this is a good bill.</p> <p>“I said, ‘what do you mean it’s a good bill?’ And she says ‘well, this is what you owe’.</p> <p>“I said ‘you’re kidding me 
 you’re crazy’.”</p> <p>After confirming that his bill was in fact  AU$225,000, Remund hired a lawyer to argue the fact that he was covered for international roaming. </p> <p>His lawyer issued a letter to the president of T-Mobile, and they only received a reply a few days ago. </p> <p>The letter from T-Mobile allegedly said that the service provider was “sorry” for the charges, and that Remund would receive a “credit” to eliminate the entire bill. </p> <p>In an email shared to local media <em>Scripps News Tampa</em>, the mobile phone provider said that customers should always “check the travel features of their plan, such as international data roaming, before departing”.</p> <p>“If a customer is on an older plan that doesn’t include international roaming for data and calling, they’ll need to make sure they’re using aeroplane mode and wi-fi when using data to be certain the device doesn’t connect to an international network.”</p> <p><em style="box-sizing: inherit; margin: 0px; padding: 0px; border: 0px; font-size: 16px; vertical-align: baseline; color: #323338; font-family: Figtree, Roboto, 'Noto Sans Hebrew', 'Noto Kufi Arabic', 'Noto Sans JP', sans-serif; background-color: #ffffff; outline: none !important;">Images: ABC Action News</em></p> <p> </p>

Millions of phones at risk of being cut off from calling triple-0

<p>Over a million Aussies may be unable to contact triple-0 as two major telcos cut their 3G networks. </p> <p>Telstra's network will be closed on June 30 this year followed by Optus, which will shut their 3G network in September.</p> <p>While most late model phones are now serviced by either 4G or 5G networks, there are many devices that still rely on 3G. </p> <p>Approximately 113,000 Telstra customers have not upgraded their 3G handsets, while Optus have not disclosed a figure.</p> <p>The greater concerns lie for older 4G-enabled handsets that may not be able to call triple-0 once the 3G networks are switched off, because of the way those phones are configured.</p> <p>In March, Communications Minister Michelle Rowland was informed that 740,000 Australians were in that category.  </p> <p>A month later, that figure was revised to over a million. </p> <p>"I welcome the industry’s first report to government but am concerned around their disclosure of around one million potentially impacted consumers,” the minister said. </p> <p>“I am considering the detail provided and next steps, and the government will have more to say about the 3G switchover soon.”</p> <p>She also said that they were open to delaying the switchover  "if warranted in the public interest”.</p> <p>“Options exist under law for the government to consider proposals to delay the planned switchover, subject to consultation and procedural processes,” she said.</p> <p>Telstra has informed customers about what to do if they are affected, and how they could check. </p> <p>“If your mobile device doesn’t have Voice over LTE (VoLTE) technology, even if it uses 4G data, it will not be able to make voice calls on our network after 30 June 2024,” they informed their customers. </p> <p>“Not all VoLTE enabled devices support emergency VoLTE calling, meaning they will not be able to make an emergency call to triple-0 once 3G closes." </p> <p>“Without taking the recommended action you won’t be able to connect to a network after 30 June 2024,” they warned. </p> <p>Customers who are worried that they might be impacted, are encouraged to text 3 to the number 3498, so that the telco can inform the customer on their connection status.</p> <p>Optus have also encouraged customers to contact them if they think they may be affected. </p> <p><em>Image: Getty</em></p>

<p>Millions of Aussies are set for some financial relief, with electricity costs set to drop by up to 7 per cent in the coming months. </p> <p>The Australian Energy Regulator (AER) and Victoria's Essential Services Commission (ESC) both released their draft default market offers - the maximum energy retailers are allowed to charge customers - for the 2024-25 financial year. </p> <p>Under the AER draft, residents in Sydney, Newcastle and the Hunter on the default offer will pay between 3 and 3.4 per cent less for electricity starting from July 1. </p> <p>The biggest drop is set for Victoria, with the ESC proposing a 6.4 per cent decrease. </p> <p>Those in Western Sydney, the Illawarra, and South Coast, will see their electricity bills decrease by 1.9 to 7.1 per cent. </p> <p>South Australians will receive a drop between 0.5 and 2.5 per cent. </p> <p>A number of small business customers will also benefit from lower power bill costs with 9.7 per cent for Sydney, Newcastle and the Hunter; 4.4 per cent for Western Sydney and the South Coast; 0.3 per cent for South-East Queensland; 8.2 per cent for South Australia; and 7 per cent for Victoria.</p> <p>Energy Minister Chris Bowen welcomed the news of lower power bill costs, but acknowledged that it will continue to play a part in the cost of living challenges faced by many Australians. </p> <p>"This is encouraging news," he said.</p> <p>"Encouraging for those small businesses and families who will receive lower energy bills as a result.</p> <p>"But nobody should suggest that there aren't real cost of living pressures around the world and in Australia, and energy prices are of course part of that and will continue to be."</p> <p>Not everyone will see a drop, with customers in the rest of regional NSW to get a small increase of 0.9 per cent, while the default offer for South East Queensland will increase by up to 2.7 per cent.</p> <p>While not all households are on the default offer, Bowen said that the AER's decision will also affect those not on the offer. </p> <p>"This either impacts directly or indirectly your energy bill," he said.</p> <p>"Directly for those on the default market offer. For those who aren't on the direct market offer, indirectly - the energy companies have to benchmark themselves against this, tell their consumers how they compare to this, and it provides very real pressure on them to match it.</p> <p>"If they don't, consumers will know about it and will make choices accordingly.</p> <p>"It's partly about those on the default market offer, but it actually impacts on all our bills indirectly."</p> <p>AER chair Clare Savage said that the cost of living crisis was the main contributor for their draft decision. </p> <p>"We know that economic conditions have put pressure on many Australians and the increases in electricity prices over the last two years has made energy less affordable for many households," she said. </p> <p>"In light of this, the AER has, in this decision, placed increased weight on protecting consumers." </p> <p>The draft decision is not final, with both the AER and ESC to receive consultation and feedback from stakeholders before confirming their default market offers in May.</p> <p><em>Image: Getty</em></p>

"Stuff youse": Pensioner who's never owned a phone fights mobile detection camera fine

<p>A pensioner from New South Wales has disputed a fine he was issued for using his phone while driving, despite never owning a phone. </p> <p>Frank Singh, 77, was captured on a mobile phone detection camera while driving on the Pacific Motorway last September, and was issued a fine for $362. </p> <p>Mr Singh has refused to pay the fine, claiming that he was holding his wallet when the image was captured. </p> <p>He also claims to have never owned a mobile phone or a computer in his life, wondering how the camera made such a mistake. </p> <p>The senior man decided to appeal and take Revenue NSW to court, despite the risk of paying thousands in legal fees if he lost the case.</p> <p>"Looks like I'm guilty on it, but I'm not," he told <em>A Current Affair</em>. </p> <p>"I thought, what the bloody hell is this all about, I don't own a mobile phone. I've never used a mobile phone. What a load of s***."</p> <p>When questioned what the item could be, he said, "I think it could be my wallet."</p> <p>While Mr Singh admitted he can't specifically remember what he was doing at the time, he believes he was possibly placing his wallet on the passenger seat after paying for fuel. </p> <p>Unfortunately, the review of the fine was rejected and Frank was ordered to pay the $362, but he has not given up. </p> <p>"Then I thought stuff youse, I'm not guilty, I don't own a bloody phone," he said.</p> <p>While preparing to appeal the fine once more, Revenue NSW revoked the fine after issuing a letter to Mr Singh saying he would not be required in court following an investigation by the government body. </p> <p>"We have decided to cancel the fine," the letter read. </p> <p>"You little bloody beauty, how good's that," Mr Singh said on hearing the news, before planning to celebrate the win with a beer at his local pub. </p> <p><em>Image credits: A Current Affair </em></p>

8 places you should never keep your phone

<p><strong>In your pocket</strong></p> <p>Keeping your phone in your pocket seems logical, but you could be doing more harm than good. According to Dr Lilly Friedman, this is actually the worst place to store your phone. “When phones are on, connected to a wireless network, and placed in a pocket, the radiation is two to seven times higher than if it were placed in a purse or holster,” she says.</p> <p>There is a correlation between radiation from a mobile phone and tumour growth, she adds. Plus, radiation can change the structure of DNA and affect male fertility, according to Dr Friedman. The World Health Organization’s International Agency for Research on Cancer also found that mobile phone radiation is additionally carcinogenic to humans. Merely sitting on your phone could cause health issues such as sciatica or back problems.</p> <p><strong>In your bra</strong></p> <p>Some research and case studies show that keeping your phone in your bra could be linked to breast cancer due to the radiations and vibrations from the phone. That said, there is not enough evidence to establish a definite relationship between the two. Still, keeping your phone in your bra, especially a sports bra, is a bad idea due to the skin-irritating bacteria it could harbour, Muscle &amp; Fitness reports.</p> <p><strong>In your bed or under your pillow</strong></p> <p>Sleeping with your phone is a bad idea for a few reasons. First, keeping your phone under your pillow could build up heat and present a potential fire hazard, especially if your phone is charging or has a defect. It’s also known that the LED light from phone screens can disrupt melatonin production and circadian rhythms, hurting your sleep quality, according to the National Sleep Foundation.</p> <p>And, of course, there’s also radiation to consider. The amounts of radio frequency radiation mobile phones give off are the same ones emitted from microwaves. There is also concern about the safety of mobile phone use with respect to cancer and brain tumours, per the American Cancer Society.</p> <p><strong>Plugged in</strong></p> <p>Keeping your phone plugged in when it has a full battery causes damage to the battery itself, according to pcmag.com. It’s not that your phone ‘overloads’ with power, but heat build-ups from stacking things on top of your phone or keeping it under your pillow, making your phone hotter and damaging your battery.</p> <p><strong>Close to your face</strong></p> <p>Keeping your phone close to your face means bacteria transfers to and from your phone, making your skin and phone dirtier. This combination leads to more acne, skin irritation and even wrinkles, according to Allure. Try using ear pods instead to keep the surface of your phone at a distance from your face.</p> <p><strong>In your glovebox</strong></p> <p>Extreme temperatures are the worst conditions for your phone. So keeping your device in your car’s glovebox during the extremely hot or cold months of the year could lead to problems. According to Time, excess heat can cause everything from data loss or corruption to battery leakage. The cold weather presents just as many issues for your device. In cold temperatures, many smartphones shut off, have display problems, shortened battery life and in rare cases screen shattering.</p> <p><strong>On your beach towel </strong></p> <p>Notice a theme here? The extreme sun and heat at the beach is a recipe for phone disaster. Protect your device after you finish taking beautiful beach pictures. Hot and sunny conditions could, again, cause your phone to overheat – and getting sand in your phone won’t help either.</p> <p><strong>Anywhere in the bathroom</strong></p> <p>Although phones could arguably be the new newspaper, it’s not a good idea to take yours into the bathroom. AusPost customer faces extra charge for using cash

<p dir="ltr">As conversations continue about moving to a cashless society, an Australia Post customer was outraged after being slapped with a charge for using cash. </p> <p dir="ltr">Brisbane resident Gerrie Hoogland shared her outrage after hearing about the supposed cash charge through a friend, who claims they were charged $2.20 for wanting to use cash to pay a bill. </p> <p dir="ltr">Hoogland recounted the story on X, formerly known as Twitter, to share the story, while asking if anyone else had encountered anything similar. </p> <p dir="ltr">She wrote, “A friend of my husband’s went to pay a bill at the Post Office last week. He gave them $82.00 in cash and they said they would have to charge him $2.20 for using cash.”</p> <p dir="ltr">“He refused to pay it after telling them cash is legal tender, and then he left without paying the bill at all. Is anyone else hearing more of this?”</p> <p dir="ltr">A number of Aussies took to the comments to call out Australia Post for being “shady”, with some calling the fee a “scam” and a “disgrace”. </p> <p dir="ltr">However the outrage towards Australia Post may be misplaced. </p> <p dir="ltr"><em><a href="https://au.finance.yahoo.com/news/australia-post-customer-charged-220-for-using-cash---but-is-the-outrage-warranted-025519571.html">Yahoo Finance</a></em> has contacted the national postal service and understands the fee is set by individual billers, rather than Australia Post themselves.</p> <p dir="ltr">The fee relates to bills paid in person at an Australia Post outlet via Post Billpay and can apply to both cash and card transactions, and whether or not the fee is passed onto the customer will depend on the individual biller. </p> <p dir="ltr">In recent years, a number of billers charge an additional payment fee for bills paid in person, with some notable examples include telcos Telstra, Optus and Vodafone.</p> <p dir="ltr"><em>Image credits: Shutterstock</em><span id="docs-internal-guid-934db778-7fff-f88e-e460-f8550a0ce109"></span></p>

How risky is it to give card details over the phone and how do I reduce the chance of fraud?

While doing so is second nature, we may be more reluctant to provide card details over the phone.</p> <p>Merchants are allowed to ask us for credit card details over the phone – this is perfectly legal. But there are minimum standards they must comply with and safeguards to protect consumer data.</p> <p>So is giving your card details over the phone any more risky than other transactions and how can you minimise the risks?</p> <h2>How is my card data protected?</h2> <p>For a merchant to process card transactions, they are expected to comply with the <a href="https://docs-prv.pcisecuritystandards.org/PCI%20DSS/Standard/PCI-DSS-v4_0.pdf">Payment Card Industry Data Security Standard</a>. This is a set of security requirements designed to protect cardholder data and the trillions of dollars of transactions each year.</p> <p>Compliance involves various security measures (such as encryption and access controls) together with strong governance and regular security assessments.</p> <p>If the information stored by the merchant is accessed by an unauthorised party, encryption ensures it is not readable. That means stealing the data would not let the criminals use the card details. Meanwhile, access controls ensure only authorised individuals have access to cardholder data.</p> <p>Though all companies processing cards are expected to meet the compliance standards, only those processing large volumes are subject to mandatory regular audits. Should a subsequent data leak or misuse occur that can be attributed to a compliance failure, a <a href="https://www.csoonline.com/article/569591/pci-dss-explained-requirements-fines-and-steps-to-compliance.html">company can be penalised</a> at levels that can escalate into millions of dollars.</p> <p>These requirements apply to all card transactions, whether in person, online or over the phone. Phone transactions are likely to involve a human collecting the card details and either entering them into computer systems, or processing the payment through paper forms. The payment card Security Standards Council has <a href="https://docs-prv.pcisecuritystandards.org/Guidance%20Document/Telephone-Based%20Payments/Protecting_Telephone_Based_Payment_Card_Data_v3-0_nov_2018.pdf">detailed guides for best practice</a>:</p> <blockquote> <p>A policy should be in place to ensure that payment card data is protected against unauthorised viewing, copying, or scanning, in particular on desks.</p> </blockquote> <p>Although these measures can help to protect your card data, there are still risks in case the details are misplaced or the person on the phone aren’t who they say they are.</p> <h2>Basic tips for safe credit card use over the phone</h2> <p>If you provide card details over the phone, there are steps you can take to minimise the chance you’ll become the victim of fraud, or get your details leaked.</p> <p><strong>1. Verify the caller</strong></p> <p>If you didn’t initiate the call, hang up and call the company directly using details you’ve verified yourself. Scammers will often masquerade as a well-known company (for example, an online retailer or a courier) and convince you a payment failed or payment is needed to release a delivery.</p> <p>Before you provide any information, confirm the caller is legitimate and the purpose of the call is genuine.</p> <p><strong>2. Be sceptical</strong></p> <p>If you are being offered a deal that’s too good to be true, have concerns about the person you’re dealing with, or just feel something is not quite right, hang up. You can always call them back later if the caller turns out to be legitimate.</p> <p><strong>3. Use secure payment methods</strong></p> <p>If you’ve previously paid the company with other (more secure) methods, ask to use that same method.</p> <p><strong>4. Keep records</strong></p> <p>Make sure you record details of the company, the representative you are speaking to and the amount being charged. You should also ask for an order or transaction reference. Don’t forget to ask for the receipt to be sent to you.</p> <p>Check the transaction against your card matches the receipt – use your banking app, don’t wait for the statement to come through.</p> <h2>Virtual credit cards</h2> <p>In addition to the safeguards mentioned above, a <a href="https://www.forbes.com/advisor/credit-cards/virtual-credit-card-numbers-guide/">virtual credit card</a> can help reduce the risk of card fraud.</p> <p>You probably already have a form of virtual card if you’ve added a credit card to your phone for mobile payments. Depending on the financial institution, you can create a new credit card number linked to your physical card.</p> <p>Some banks extend this functionality to allow you to generate unique card numbers and/or CVV numbers (the three digits at the back of your card). With this approach you can easily separate transactions and cancel a virtual card/number if you have any concerns.</p> <h2>What to do if you think your card details have been compromised or stolen?</h2> <p>It’s important not to panic, but quick action is essential:</p> <ul> <li> <p>call your bank and get the card blocked so you won’t lose any more money. Depending on your situation, you can also block/cancel the card through your banking app or website</p> </li> <li> <p>report the issue to the police or other relevant body</p> </li> <li> <p>monitor your account(s) for any unusual transactions</p> </li> <li> <p>explore card settings in your banking app or website – many providers allow you to limit transactions based on value, restrict transaction types or enable alerts</p> </li> <li> <p>you may want to consider registering for <a href="https://theconversation.com/your-credit-report-is-a-key-part-of-your-privacy-heres-how-to-find-and-check-it-116999">credit monitoring services</a> and to enable fraud alerts.</p> </li> </ul> <h2>So, should I give my card details over the phone?</h2> <p>If you want to minimise risk, it’s best to avoid giving card details over the phone if you can. Providing your card details via a website still has risks, but at least it removes the human element.</p> <p>The best solution currently available is to use virtual cards – if anything goes wrong you can cancel just that unique card identity, rather than your entire card.<!-- Below is The Conversation's page counter tag.
