‘It’s time to give up on normal’: what winter’s weird weather means for the warm months ahead

David Bowman, University of Tasmania

Heavy winds struck south-east Australia over the weekend as a series of cold fronts moved across the continent. It followed a high fire danger in Sydney and other parts of New South Wales last week, and a fire in south-west Sydney that threatened homes.

The severe weather rounds out a weird winter across Australia. The nation’s hottest ever winter temperature was recorded when Yampi Sound in Western Australia reached 41.6C on Tuesday. Elsewhere across Australia, winter temperatures have been way above average.

We can look to the positives: spring flowers are blooming early, and people have donned t-shirts and hit the beach. But there’s a frightening undercurrent to this weather.

Earth’s climate has become dangerously unstable, and it’s only a matter of time before we get the bad combination of hot and dry weather, strong winds and a spark. None of this should come as a surprise. The sooner we stop expecting Australia’s weather to be “normal”, the sooner we can prepare for life in a wild climate.

The green is deceiving

The landscape around Sydney – and in fact, across much of south-east Australia – is very green at the moment. That’s because we’ve had a couple of years of good rains which triggered an explosion of vegetation growth.

The below NASA satellite image reveals the picture in stark detail. It’s certainly lush out there at the moment.

But the problem with climate change is that weather conditions can turn on a dime. This August was a case in point. At month’s end, much of Australia was hit by a record-breaking heatwave and damaging winds – conditions that can dry out a green landscape with devastating efficiency, turning it into fuel for a bushfire.

The dangerous fire weather that struck Sydney this week came as a surprise to many. But in reality, these abnormal conditions are the new normal.

We must open our minds to this, if we want to be prepared.

A climate off the rails

The year 2023 was Earth’s hottest on record. And 2024 looks likely to be hotter still.

In Australia, the last 12 months have provided all the evidence we need that our climate is wobbling on its rails.

In October 2023, Victoria’s Gippsland region suffered unseasonably early bushfires, then soon after battled heavy rain and flooding.

And Tasmania, where I live, has been gripped by drought. This February was Hobart’s third driest in 143 years. But over the weekend we were hammered by a deluge of rain and wind.

This climate instability is setting up bad fire conditions. Not everywhere in south-east Australia will be hit by fire, but it will happen somewhere. It could be the hinterlands or the coast. It will depend on how our erratic climate behaves in the coming months.

Let’s stick with the Tasmania example. Sure, the surface soils are now nicely saturated. But that will lead to a burst of grass and other vegetation in spring. If the dry weather returns and the temperatures heat up in summer, the fine fuels will dry out and become dangerously combustible.

All we need then is a windy day and a spark, and a nightmare fire will soon be racing across the landscape.

Canada on fire

Of course, Australia is not the only country facing climate instability and a worsening fire risk.

Canada suffered a catastrophic wildfire season in 2023 – one of the most severe on record. It burnt almost 15 million hectares and forced the evacuation of 232,000 people.

Smoke produced by the fires affected communities up to 1,000 km away, such as in southern Canada and on the east coast of the United States.

A recent paper in the journal Nature Communications outlined why. It pinpointed early snowmelt, early-season drought conditions and intense heat. In fact, the average temperature in Canada from May to October last year was 2.2°C higher than the 30-year average.

The researchers said human-caused climate change exacerbated the fire’s effects. It went on:

The disproportionate effect a few days of extreme weather can have on the total area burned is also evident in this fire season, leading to worrisome prospects given projected future conditions.

Normal no longer exists

It’s always been difficult to forecast fire seasons in Australia, due to our natural climate variability.

But now we are seeing climate instability layering over itself: background dryness, wet seasons bringing a proliferation of fuels, and above-average temperatures.

Eventually we’ll get unlucky and experience extremely strong winds thrown into the mix. That’s when catastrophic fires are most likely to occur.

As we saw in the Black Summer of 2019–20, and again in Canada last year, some fires are so intense they completely overwhelm fire suppression strategies.

Under climate change, the likelihood of getting a bad combination of weather conditions is increasing. So what’s the remedy?

Australia really must start making our communities more resilient. Serious and sustained adaptation is needed. As my research has outlined, this requires the careful integration of:

community education programs

research and development to design fire-safe homes, gardens, communities and bushland

incentives and penalties to ensure adaptation measures are implemented.

As this winter has shown, Australia’s climate is entering a different phase. It’s time to give up on “normal” weather. The game is changing and we have to adapt.<!-- End of code. Sunscreen: why wearing it even in winter could be a good idea

Karl Lawrence, King's College London

Sunscreen has taken centre stage in many skincare routines, especially among those hoping to prevent visible signs of ageing. But while it makes sense to wear sunscreen every day in the summer when the sun’s rays are most powerful, many may wonder whether there’s any benefit of wearing sunscreen daily in the winter months.

The sun’s radiation can reach us during all times of the year. This means that in both summer and winter, we are exposed to infrared radiation, as well as UVA and UVB rays.

UVB is mainly responsible for sunburn and DNA damage – and can also cause skin cancers as a result of long-term exposure. UVA radiation does contribute to these processes somewhat, but it’s less effective at doing so. UVA can penetrate deeper into the skin, however, which can damage the collagen – a key part of the skin that keeps it firm and elastic. This can cause the skin to age faster, leading to wrinkles, fine lines and changes in pigmentation.

The amount of UVA and UVB radiation that reaches the Earth’s surface changes across the seasons. This is due to the angle of the Sun in the sky, as well as other factors such as latitude and time of day.

For example, let’s compare how UVA and UVB radiation varies at solar noon in London, UK and Kuala Lampur, Malaysia (which is near the equator).

In latitudes closer to the equator (such as in Kuala Lampur), the amount of UVA and UVB radiation throughout the year remains fairly consistent. But in higher latitudes, such as London, there’s almost no UVB radiation throughout the winter months – whereas there’s still some UVA radiation.

Not only that, but people living further from the equator may tend to spend less time exposed to the Sun in winter due to the colder temperatures and variable weather. And when they do go outside, they may cover their skin up – usually leaving only their face exposed to the Sun for much shorter periods of time.

But UVA radiation can still penetrate through clouds and windows. While our exposure to these rays is probably minimal, skin damage from UV exposure is accumulated over decades, so anything that can be done to reduce exposure (and damage) over time may be beneficial. This is also true of UVB exposure – although it is less relevant in winter months at higher latitudes.

This may be where daily sunscreen use during the winter is still of benefit. Sunscreens are formulated to reduce exposure to both UVB and UVA rays – although they are usually more effective at reducing exposure to UVB radiation. They have been designed in this way to prevent the most damaging effects of the Sun, such as sunburn and DNA damage. The impact of exposure to UVA radiation has only been considered more recently.

Numerous studies have shown regular sunscreen use over many years is effective at preventing skin damage, photoaging and skin cancers. The most robust trials suggest daily sunscreen use is most effective, but this will be dependent on the factors discussed above.

The effects of altitude and snow

One place where winter sunscreen use is especially important is when skiing or snowboarding – or when you’re otherwise going to be outside for extended periods of time, at higher altitudes on snow-covered mountains.

Both altitude and snow can increase the doses of UVA and UVB radiation a person receives. Snow can reflect up to 80% of UV radiation emitted by the Sun – effectively almost doubling the doses received. Also, for every 1,000-foot increase in altitude, there’s a 10% increase in UV exposure. This is why it’s essential to protect the skin and eyes by wearing sunscreen, protective clothing and sunglasses that block both types of UV ray. This is also true when spending time in snowy environments, such as when hiking or skating.

Sunscreens are generally regarded as safe and tend to have few adverse effects, so you don’t need to worry too much about wearing one throughout the year. However, there are some points to consider, especially if you have skin conditions. For example, sunscreen can exacerbate acne and cause irritation and allergic reactions – although these are rare.

There are also emerging concerns from regulatory agencies about the absorption of UV filters into the body. However, the consequences of such absorption and the potential affects on health are not well defined and require more research.

Still, the benefits of sunscreen have been widely demonstrated – as has their safety. So if you want to prevent premature signs of ageing, it’s important to use sunscreen at all times you may be exposed to the Sun – especially in the summer months. While the benefits of wearing sunscreen in winter are less well defined, there’s probably no harm in wearing one if you want to.

If you decide to use sunscreen in winter, use ones that have broad spectrum five-star UVA protection. For day-to-day use, high SPF sunscreens are unlikely to provide a large benefit, particularly if spending only short periods outside. However, if skiing, a high-SPF sunscreen with five-star UVA protection would be beneficial.<!-- Below is The Conversation's page counter tag. Aldi launches fancy new range beloved by Adele and the Beckhams

ALDI Australia is about to introduce a fancy homewares range that has the Beckhams and Adele collectively nodding in approval.

Yes, you heard it right – ALDI, the place where you normally hunt for discounted Vegemite and budget-friendly meats – is stepping into the world of high-end homewares. Prepare your wallets and your finest monocles, because the supermarket chain has joined forces with the UK's luxury juggernaut, Liberty, to create a line of exclusive designer goodies. Christmas just got a whole lot bougier!

Set to hit shelves on November 29, this collaboration promises to bring a touch of sophistication to your life – without forcing you to auction off your grandmother's vintage tea set to afford it. The range includes 12 new products, each bearing Liberty's iconic print designs. And with prices starting at a jaw-dropping $2.99, you might need a moment to let that sink in. We'll wait.

Belinda Grice, ALDI Australia’s buying director of Special Buys, expressed her excitement, saying, "It’s so exciting to bring an extra touch of luxury to our customers. A high-quality product at an affordable price is what we do best, so this collaboration with Liberty is a match made in heaven."

It's basically like finding a caviar-flavoured chip in your bag of mixed nuts.

The range includes everything from candles to notebooks, diaries, hand creams, teapots, diffusers, soap bars and probably a golden unicorn or two. It's a cornucopia of poshness. We imagine this is the sort of stuff the Queen used to take notes during her royal corgi tea parties.

For British expats Down Under, this is the homecoming they never knew they needed. It's a bit like getting a surprise visit from King Charles himself, only instead of royal decrees, he bears scented candles and aesthetically pleasing teapots.

But wait, there's more! ALDI is not just here to elevate your home decor game; it's also here to sprinkle some goodness in the world. Ten percent of Liberty’s proceeds from the collection will go to support Camp Quality, an organisation on a mission to bring joy, fun and laughter back into the lives of kids facing cancer. So not only can you deck out your living room like a Buckingham Palace waiting room, but you can also feel good about it. It's a win-win situation, or as the posh say, a "triumphantly exquisite dichotomy".

As we gear up for the holiday season, let's raise a teacup to ALDI for making luxury accessible to all. Who needs a silver spoon when you can have a $2.99 Liberty teapot? Just remember, the next time someone questions your taste, you can proudly declare, "It's ALDI x Liberty, darling. Look it up."

Images: Getty / ALDI

The rental housing crisis is hurting our most vulnerable and demands a range of solutions (but capping rents isn’t one of them)

Andrew Beer, University of South Australia and Emma Baker, University of Adelaide

Roughly one in three Australians rent their homes. It’s Australia’s fastest-growing tenure, but renting is increasingly unaffordable. From 2020 to 2022, our research found a large increase in the proportion of renters who said their housing was unaffordable.

Change in Australian renters’ assessments of affordability from 2020 to 2022. Baker, Daniel, Beer, et al, forthcoming, The Australian Housing Conditions Dataset, doi:10.26193/SLCU9J, ADA Dataverse

Australians are concerned about the pace of rent rises. Prime Minister Anthony Albanese says increasing housing supply and affordability is the “key priority” for tomorrow’s national cabinet meeting.

The crisis has impacts well beyond affordability. The rental sector is where the worst housing accommodates the poorest Australians with the worst health.

The unhealthy state of rental housing

Forthcoming data from the Australian Housing Conditions Dataset highlight some of these parallel challenges:

it’s often insecure – the average lease is less than 12 months, and less than a third of formal rental agreements extend beyond 12 months

rental housing quality is often very poor – 45% of renters rate the condition of their dwelling as “average, poor, or very poor”

poor housing conditions put the health of renters at risk – 43% report problems with damp or mould, and 35% have difficulty keeping their homes warm in winter or cool in summer

compounding these health risks, people with poorer health are over-represented in the rental sector. Renters are almost twice as likely as mortgage holders to have poorer general health.

Measures that potentially restrict the supply of lower-cost rental housing – such as rent caps – will worsen these impacts. More households will be left searching in a shrinking pool of affordable housing.

It’s all about supply

Fixing the rental crisis needs more than a single focus on private rental housing. The movement between households over time between renting and buying homes means the best solutions are those that boost the supply of affordable housing generally. No one policy can provide all the answers.

Governments should be looking at multiple actions, including:

requiring local councils to adopt affordable housing strategies as well as mandating inclusionary zoning, which requires developments to include a proportion of affordable homes

improving land supply through better forecasting at the national, state and local levels

giving housing and planning ministers the power to deliver affordable housing targets by providing support for demonstration projects, subsidised land to social housing providers and access to surplus land

boosting the recruitment and retention of skilled construction workers from both domestic and international sources.

The biggest landlord subsidy isn’t helping

More than 1 million Australians claim a net rent loss (negative gearing) each year. Even though negative gearing is focused on rental investment losses, it is not strictly a housing policy as it applies to many types of investment.

The impact of negative gearing on the housing system is untargeted and largely uncontrolled. As a result, it’s driving outcomes that are sometimes at odds with the need to supply well-located affordable housing.

The most impactful action the Australian government could take to deliver more affordable rental housing nationwide would involve refining negative-gearing arrangements to boost the supply of low-income rentals. These measures may involve

limiting negative gearing to dwellings less than ten years old

introducing a low-income tax credit scheme similar to the one in the United States.

We can learn much from the US, where the Low-Income Housing Tax Credit (LIHTC) scheme subsidises the acquisition, construction and renovation of affordable rental housing for tenants on low to moderate incomes. Since the mid-1990s, the program has supported the construction or renovation of about 110,000 affordable rental units each year. That adds up to over 2 million units at an estimated annual cost of US$9billion (A$13.8billion).

This scheme is much less expensive per unit of affordable housing delivered than Australia’s system of negative gearing.

Closer to home, the previous National Rental Affordability Scheme showed the value of targeted financial incentives in encouraging affordable housing. This scheme, available to private and disproved investors, generated positive outcomes for tenants. The benefits included better health for low-income tenants who were able to moved into quality new housing.

A raft of evaluations have demonstrated the achievements of this scheme.

Crisis calls for lasting solutions

Short-term measures such as rent caps or eviction bans will not provide a solution in the near future or even the medium or long term. Instead, these are likely to worsen both the housing costs and health of low-income tenants.

Reform focused on ongoing needs is called for. Solutions that can be implemented quickly include the tighter targeting of negative gearing and the introduction of a low-income housing tax credit.

Talking about change, as the national cabinet is doing, will begin that process of transformation, but it must be backed up by a range of measures to boost the supply of affordable housing. This, in turn, will improve the housing market overall as affordable options become more widely available.<!-- Below is The Conversation's page counter tag. Why is Australia having such a warm winter? A climate expert explains

Andrew King, The University of Melbourne

If you’ve been out and about the past few days, you may have noticed Australia is experiencing an unseasonably warm winter. It’s been t-shirt weather across many parts of the country’s east, including Sydney where temperatures topped 25℃ on Sunday.

Meanwhile, at high altitudes, the cover at some snowfields remains lacklustre, even after warm conditions forced a delay to the start of the traditional ski season.

All this comes after the world experienced its hottest month since reliable records began. July brought an incredible 21 of the warmest 30 days ever recorded – prompting the United Nations to declare a new era of “global boiling”.

So what’s going on with the weather in Australia? Should we just enjoy the pleasant conditions, or is it a troubling sign of what’s to come under climate change?

The nice weather, explained

Australia’s unseasonably warm conditions are the result of both natural drivers of our weather and continued global warming.

Since early July, warmer and drier conditions have dominated, due to a high pressure system sitting stubbornly over Australia at the moment. The clear conditions are leading to warmer daytime conditions.

For example, daytime temperatures in Canberra in July – historically known for its cold winters – were the warmest on record, despite frequent frosty mornings. Sydney has just experienced its warmest July on record, too.

The high pressure has caused the air over the continent’s interior to warm. When cold fronts move across the south of Australia they push this warm air ahead of them, bringing warm and windy conditions to southern coastal areas. This is similar to the weather pattern we see in summer when cities such as Adelaide and Melbourne experience their hottest days.

On Thursday, an approaching cold front is forecast to lift temperatures ahead of it to about 23℃ in Adelaide, 20℃ in Melbourne and 18℃ in Hobart. These are very warm temperatures in these locations for early August.

And what about the oceans? Around Australia, oceans are a bit cooler than average in some places including to the northwest of the continent.

But as the image below shows, ocean temperatures are currently above normal in many places around the world, including the west Indian Ocean and the central and eastern tropical Pacific. This indicates a developing El Niño and positive Indian Ocean Dipole – two natural climate drivers that affect Australia’s weather patterns.

Across most of the world’s oceans, temperatures remain well above normal. National Oceanic and Atmospheric Administration

This difference in ocean temperatures reduces the amount of atmospheric moisture over southern and eastern Australia. It also makes low pressure systems weaker and less frequent, reducing rainfall over the region.

Over the coming months, warm and dry weather is expected to continue. For the rest of winter and spring, it’s expected to be drier than normal in the southwest of Western Australia and much of the east of the continent. And the whole of Australia is predicted to be warmer than normal during this period. Of course, this doesn’t rule out occasional cool, wet spells.

So is climate change a factor here? Yes. Australia’s land areas have already warmed by 1.4℃ since pre-industrial times. This is the result of humans burning fossil fuels and releasing greenhouse gases.

The record winter warmth is part of a long-term upward trend in Australian winter temperatures.

As I’ve written previously, there has been at least a 60-fold increase in the likelihood of a very warm winter that can be attributed to human-caused climate change.

And we’re likely to see more record warm winters as the planet continues to warm.

Looking north

Of course, Australia’s spell of warm weather seems harmless compared to the Northern Hemisphere’s weird and wild summer.

There, simultaneous extreme heatwaves have struck all four continents in recent weeks. Ocean temperatures are well above previous record highs for this time of year. Last week, 1,000 wildfires burned in Canada alone.

The planet’s warmest average temperatures typically happen in July. That’s because the Northern Hemisphere’s large land masses heat up more quickly than the oceans, in response to the high amounts of radiation from the sun. Still, the heat of the last few weeks has been unprecedented.

The heatwaves are linked to high-pressure weather systems that are “blocking” or deflecting oncoming low-pressure systems (and associated clouds and rain). On top of this, human-caused global warming is greatly increasing the chance of record-breaking extreme heat events and concurrent heatwaves across many regions.

Worryingly, a rapid analysis by international experts suggests the extreme heat should not be viewed as unusual, given the effects of climate change. For example, it says China’s recent record-breaking heatwave should now be expected about once in every five years, on average.

Not all extreme weather events can be attributed to human-caused climate change. But the study found climate change significantly contributed to the recent heatwaves in China, North America and Europe.

A sign of what’s to come

The Northern Hemisphere’s heatwaves are very alarming. But Australia’s temperatures are also unusually high for winter – and this is also cause for concern.

Warm winters in Australia can negatively affect some parts of the economy, including the ski industry. It also disrupts flora and fauna and increases the chance of “flash droughts” – where drier-than-normal conditions turn into severe drought in the space of weeks.

The warm, dry conditions may also lead to an earlier start to the fire season in Australia’s southeast.

So while we may appreciate warm winter weather, we mustn’t forget what’s driving it – and how urgently we need to stabilise Earth’s climate by slashing greenhouse gas emissions.<!-- Below is The Conversation's page counter tag.
